Who we are
The British Columbia College of Nurses & Midwives (“BCCNM”) is the college empowered under the Health Professions and Occupations Act (HPOA) to regulate the practice of all licensed practical nurses, nurse practitioners, registered midwives, registered nurses, and registered psychiatric nurses in British Columbia. Regulation helps to protect the public by ensuring that professional care or service received by the public is competent, ethical, and meets the standards that society views as acceptable.
As western Canada’s largest health profession regulator, we believe a diverse and inclusive team enriches our efforts to protect the public. We welcome applications from all who reflect of the communities we serve and especially encourage Indigenous Peoples and members of equity-seeking groups to apply. We believe diverse perspectives and experiences bring both innovation and better outcomes to the work we do and the decisions we make. BCCNM’s commitment to Indigenous Specific Anti-Racism
BCCNM is committed to working with Indigenous Peoples and health system partners to support Indigenous-specific anti-racist practices in the health system. As the largest health regulator in Western Canada, BCCNM has the opportunity to influence the health professionals we regulate, as well as the broader health-care system, to break the cycle of racism, and improve health outcomes for Indigenous Peoples. BCCNM has pledged to become culturally safe and anti-racist, and to support the health professionals we regulate to do the same.

What you’ll be doing
Reporting to the Director, Project and Business Architecture (PBA), the Manager, Project and Portfolio Management leads the day-to-day operation and continuous improvement of BCCNM’s project management and enterprise project portfolio management functions. Working within the strategic direction, governance framework and organization-wide expectations established by the Director, PBA, the Manager ensures that BCCNM’s single enterprise portfolio of projects is supported by disciplined planning, reliable information, effective delivery oversight and consistent project management practices. At BCCNM, enterprise refers to work, information or decisions that span the organization rather than a single department or project.
The Manager operates across BCCNM’s single enterprise portfolio of proposed, approved and active projects. The role balances organizational priorities, delivery commitments, constrained specialist capacity, cross-project dependencies and changing risk conditions while ensuring that analysis and recommendations remain distinct from formal approval, prioritization and resource-commitment authority.
This role requires strong enterprise project and portfolio management experience, systems thinking and sufficient understanding of technology-enabled and organizational change to oversee a diverse portfolio of strategic, regulatory, operational improvement and technology-enabled projects.
Key Responsibilities
- Leads the day-to-day operation and continuous improvement of BCCNM’s project management and enterprise project portfolio management functions within the strategic direction and governance framework established by the Director, PBA.

- Provides portfolio analysis, capacity information, scenarios and recommendations to support PSG sequencing and adjustment decisions; ensures information presented to PSG is complete, consistent and decision-ready; and implements approved decisions through the project management function.

- Leads and develops a high-performing project management team through clear expectations, assignment of work, coaching, feedback, performance management, professional development and succession planning.
- Assigns and oversees project managers and contractors, monitors workload and delivery quality, and ensures adherence to established governance, methodologies, standards and decision rights.
- Provides direction to the Project Intake Specialist and ensures clear boundaries between operational intake and roadmap maintenance. Provides portfolio oversight, interpretation, recommendations and escalation.
- Oversees the integrated enterprise project roadmap and the quality and use of portfolio information in OnePlan and related systems. Ensures intake, roadmap, scenario, forecasting and delivery information is accurate, current and suitable for planning and governance decisions.
- Leads portfolio-level capacity and resource-demand analysis using information provided by sponsors, project managers, the Project Intake Specialist and functional leaders. Identifies conflicts, over-allocation, scarce-skill constraints and delivery implications without independently committing resources owned by functional leaders.
- Develops portfolio scenarios and recommendations to support decisions to sequence, defer, accelerate, combine, pause or adjust work. Clearly distinguishes analysis and recommendations from formal approval, priority-setting and resource-commitment authority.
- Monitors project and portfolio health and escalates material delivery risks, unresolved dependencies, capacity gaps, financial pressures, scope concerns and threats to anticipated outcomes to the Director, PBA and other accountable decision-makers.
- Oversees consolidated portfolio forecasting and financial reporting in partnership with Finance, sponsors and project managers. Identifies material variances, funding dependencies and portfolio-level budget pressures and supports timely escalation and corrective action.
- Establishes consistent expectations for defining, tracking and reporting project outcomes and anticipated benefits. Supports sponsors in fulfilling their accountability for project outcomes and benefits realization and escalates material threats to value realization.
- Leads regular portfolio and project review processes, ensuring that project updates identify decisions required, emerging risks, dependencies, capacity implications and changes affecting the approved portfolio.
